I'm assigning this to the Computer Accounts, not publishing to groups/users. The only thing I could think of was to give permission to the Domain Computers group, but that does not work.

This sounds like an authentication problem. Try telling samba to inherit the permissions of the directory that the MSI file lives in. Then simply change the owner or group owner of that directory and file to the group you wish it to apply to. Do this use chmod and chown in konsole or alternatively right click the file (in your linux/unix variant) and go to permissions.
