Some more files that genetates the error are also deleted, so information "No such file or directory" is propper. Normally samba creates the files when starts, but sometimes on FreeBSD generates PANIC. I can't repeat the problem manually. Server's power unplug is not an option. TDB files are deleted before samba starts and created when the one starts ... should be created when doesn't exist. So why the error is "tdb(/var/db/samba/locking.tdb): tdb_reopen: open failed (No such file or directory)"? Why "PANIC (pid 43086): tdb_reopen_all failed."?
