That is a "formal network" connection limit.  Say you have 13 machines
at home and they all have a drive mapped on one of those machines.
The last 2 to connect are going to have problems keeping a connection.
Using a server like Sambar you don't actually log onto the machine so
it only issues threads, not connections. (rough analogy but that's the
gist of it)
