Adding the expiration didn't change anything.   Can I gather from your
comment that

The returning cookie value will always be different based on *how* the
compiled cgi app is executed?

For example,  <a href="cgi-bin/test.exe>Direct</a>   and
                      <!---exe = "cgi-bin/test.exe"--->

even though test.exe is the same cgi application?
