You could create an index.stm page in any directory you a listing and
use the RPC ls command

RCXls files=*.jpg

Well, I probably should have done a search rather than posting first.

Maybe this could be allowed per vhost in the future?

Quoted from a previous post by Dave Crawford:

Nope, it's an all or nothing I'm afraid.

But one quick and easy way around this is to do the following: 1.
Switch
directory listing ON. 2. Open your browser and go to that directory.
This will list all the files in there as you would expect. 3. Still in
your browser, select "File", then "Save", or right click and pick
"Save". 4. Name it "index.htm" and save it in your /pictures/
directory.
 5. Switch directory listing back to OFF.

I know it's not the best solution, but if you don't update that
directory too often, it's a quick and easy way to make it appear as if
 there is directory listing.

If you need to update on a regular (instantaneous) basis, then you'd
probably be best by creating a small PHP or Perl script that lists the
files in that directory, then have this loaded by your index.html in
 that directory.

Is there a way to allow directory listing in only a directory and its
subdirectories without allowing for the listing in all others?

 Thanks,
  Tom
