I upgraded my Java engine from version 2.3 to version 4.1 and found that the web.xml file in my sambar/config directory had to be deleted in order to get the Sambar Server to start-up again. The web.xml file will be automatically recreated when you restart and will contain new information. Hope this helps anyone who is considering an upgrade.
