The distribution of PHP I got doesn't have php4isapi.dll in the php directory, it's in the \php\sapi directory, I just copy the file to php and all is well.
Also make sure you got the large distribution of php not the small one. The bigger one also doesn't have an installer. If you plan to use PHP with Sambar *only* it might be sufficient to put this file into Sambar's bin-directory.
