The other thing is that I'm running Samabar as a Service, and I read in the Microsoft
docs that need I may need licensing above 10 connections that uses Windows Server
Services. Would Sambar as a service not be regarded as a Windows Server Service?

What database are you using?
My busiest connection is auth on a 5000 + member site and this is the
cache setting I use (mySQL)
Maximum Used Connections = 200
Minimum Free Connections = 1
Maximum Idle Period = 5
Single Thread = false
Trace SQL = false
Trace Performance = true
