Actually, I am using Kerio Personal Firewall, and I have ports blocked that
no one should be connecting to.  I know that FTP uses ports in the higher
range, and I don't have any of those blocked, only the lower ports below
1024 that Windows leaves open.

Also, I am wondering exactly what passive FTP is..

What kind of a firewall are you using?

Have you defined your external IP for passive use?
