To troubleshoot, you'll want to open all outbound ports, and in your case, open inbound 20 & 21/6 (TCP) and whatever others you need. have somebody test and see if it works... IF you really need to limit outbound, start closing... unless you need to limit port use to users which doesn't seem your case. I'd also suggest you get a dedicated box and run something like Smoothwall or IPCop which wil give you better control, closer to the big boys.
