Unlike Anil I think the purpose of a blacklist is to be current so the 
most popular are the ones I use. 

The big advantage of the way sambar handles the blacklists is being able 
to set DNSBL Minimum Match = 2 this makes sambar get 2 positives before 
it blocks the email. The hosts below have been reliable for my purposes.

relays.osirusoft.com
relays.ordb.org
bl.spamcop.net
