Danny is correct. You can relay through your server but only if the client is authenticated (unless you are an open relay - not recommended). In order for the client to be authenticated, they must have a mailbox on your server.
Once this is setup, you must push the mail to his server. What you are asking is normally done through clustering. Normally, there are two mail servers running side by side with identical configurations. What is done to one server is simultaneously done to the other including the creation of mailboxes. When one fails, the system switches over to the other without missing a beat. If I understand, that is the effect you are looking for. You can store the records for later relay (using open relay), but I have only seen this done in a closed intranet situation. I don't think this kind of backup has been seriously thought of over an open internet situation. There is always a way but you have to ask yourself if it's worth it. Having one more section in the delivery process is one more thing that can be messed with. I hope someone here has something that can help you.
