Just out of curiosity, how difficult would it be to get Sambar to import a remotely hosted blacklist file?
Then all of us Sambar users could link to (for example) blacklist.sambar.ch. Each day/week/set-your-own-event-schedule my server would grab the latest blacklist from the remote site and start using it. Some hard-working Sambarian with too much time on their hands could develop a front-end where those of us who were signed up for this service could log in and add new spammers to the list (maybe we suggest them, and then at least X other users must second the suggestion before it gets added to the list). This type of system should clear up the majority of problems people are having with setting up (and maintaining) blacklists... wouldn't it? Just an idea anyway... figured I'd throw it out here for people to ponder.
