Jack,
   Pardon my jumping in here, but I've been following this too and it seems
to me like you want something that doesn't really fit.  i.e. if you've
limited the number of connections, and someone tries to connect after the
limit is reached, then the server *isn't* available, therefore the browser
message is correct.

However, more to the point.  I don't know why you would want to limit the
number of connections in the first place.  If you're getting so much traffic
that your connection can't handle it (and that would have to be a LOT for
plain HTML), then you're probably in a situation where you need to do
something else.  If more bandwidth isn't available, or to expensive, maybe
you should consider moving your site to a commercial hosting company.

I'm willing to bet however, that the amount of bandwidth you're actually
using is **much** less than you might think.  Even with an analog 56k
connection, you should easily be able to handle 200 connections.  If you
can't then your pages are probably too heavy.  There are lots of great
graphic programs that can reduce the color depth of your images without
loosing quality.  A good site will load a page in under 20 seconds.  So the
bottom line really is to take a look at how your bandwidth is being used,
and see if there aren't better ways to optimize its use (or see if its
really a problem in the first place).

All I was wanting people to see when the server is full (mine fills up when
I update) is a page that says "Come Back Later Server Full" (or the Sambar
default page whatever it is it dosent matter)  but instead you see a browser
page saying "page cannot be displayed" (the Microsoft Explorer default page)
so visitors don't know that is the site is down or up???????
Sorry if I am making This sound complicated! Don't you all set a 'max
connection' on your servers??  wether it's 25 or 10,000?
