Thanks for the excellent help.  I recently purchased a static ip from
charter pipeline and stayed on with No-Ip since they have a great
interface for managing your domains and registering new ones (They
are reseller of registration services).  I can change the name
servers.  I've also set up a Simple DNS server on the same computer
running Sambar.  I just established zone transfers with others for
backup DNS support.  Now I plan to log on to No-IP and change my name
servers.  In fact, I was even able to register my name server with
them as well.  Their only reaction to the situation is that they will
not provide support for any other configuration that bypasses their
dns servers.  That understandable since none of the dynamic ip
clients will work on domains aligned to other dns servers....but they
will allow it and I won't be needing the dynamic IP adjustments for
now. 

Anyway, I hope this works.  I let you know how it turns out once this
change propagates throughout the internet.
