Ken,

Make sure that you have the desired mySQL server installed as a service.  You can 
download phpmyadmin scripts to manage your server and confirm you have it installed 
and running properly.  It is also the best web based admin tool for mySQL. If you are 
trying to get ot the databae from outside your firewall you will need port 3306 open 
to the server running the database.
