Quoting http://www.htslib.org/terms/

"Online content created and hosted by the Wellcome Trust Sanger Institute is,
unless otherwise stated, licensed under a Creative Commons Attribution
-NonCommercial-NoDerivatives 4.0 International (CC BY-NC-ND 4.0) License."

Note "unless otherwise stated". The samtools software is quite clearly
licensed as follows ("The MIT/Expat License"):
