I think it is better to have a seperate JIRA for Sandesha2C. (I guess Axis2 and Axis2C followed the same approach). Baiscally because it might be confusing to have a single JIRA page and Sandesha2C not being a component. (Also the traffic is increasing in Sandesha2-JIRA now :D )
