[Sandesha2] Build is up again - Slight change when configuring Sandesha2

Hi All,

Sandesha2 head is in sync with Axis2 head again. We had problems after Neethi2 was introduced to Axis2.
Now Sandesha2 is also running using Neethi2.

With the new changes to neethi2 you have to do a slight change when adding Sandesha2 to a Axis2 webapp.
Other than the old configurations now you have to seperately add sandesha2-policy-SNAPSHOT.jar to the Axis2
lib directory (i.e. webapps/axis2/WEB-INF/lib directory).
