[VOTE][Sandesha2] Thomas and Matt as committers for Sandesha2

Hi All,

Thomas McKiernan has been doing quite a lot of work for Sandesha2 for some time now. He pointed out several issues that were present and sent patches to solve them. He introduced several important features into the system including full i18n support. I believe that giving committership to him will be quite beneficial for the Sandesha2 project.

Matt Lovett also sent quite a number of patches introducing several features to Sandesha2. One of them provided a SecurityManager interface which was pretty useful when providing support for SecureConv+RM. He is also working on refactoring Sandesha2 code to correct the SOAP body processing logic.

Here is my +1 to give committership to both of them.
