There is unneccessary delay for the first sequence message

When application message is sent the create sequence message waits
unneccessarily for delivery. This is because sender
sleep a fixed time between sandesha2 messages. This is OK for other messages.
But it is not acceptable for create sequence message. Also the sender sleeping
could be avoided for first send messages. It should be made sleep only for
resend messages
