Add property IS_LAST_MESSGAE to MessageContext

Please add a property something like IS_LAST_MESSAGE to MessageContext from
inside Sandesha2. This property will tell us whether the message is the last
message of the sequence. This value is useful for applications (service or
module) that is running outside Sanesha2. This is similar to the other
Sandesha2 (version 1.1) properties we currently
can access from Axis2 MessageContext:
Sandesha2Constants.MessageContextProperties.MESSAGE_NUMBER
Sandesha2Constants.MessageContextProperties.SEQUENCE_ID
