Ensure that 'sandesha policy' isn't emitted by ?policy
The assertions in the sandesha namespace won't make sense to anyone else so we
should make sure that it isn't published. This can be achieved by ensuring that
getLocalPolicyAssertions() on the AxisModule representing sandesha returns the
sandesha assertion qnames.
