Offer endpoint logic not matching RM specs

The following needs to be fixed:
- For RM Spec 1.1 it should refuse an offer if the Offered Endpoint is of type
WSA Anonymous or null
- For RM Spec 1.1 it should ensure the createSeq offered Endpoint used is a
makeConn annonymous endpoint if the replyTo is anonymous.
- For RM Spec 1.0 no offered Endpoint should be sent
