Messages retrieved from the store don't have a SOAP Header

Messages retrieved from store will not necessarily have a SOAP Header. At
present we assume that they exist and try to add to it. Therefore in the
MakeConnectionProcessor we need to check that the SOAP header isn't null and if
it is create one before we try adding extra parts to it.
