RM 1.0 Sandesha->.NET scenario is failing because an offer is sent for a 1 way
service. This is because were seeing an Axis2 anonOutIn operation as a user
defined operation. To fix this Axis2 added the namespace to the anonOutIn
AxisOperation so that Sandesha can be fixed to check for that. The Axis2 fix
can be found at: https://issues.apache.org/jira/browse/AXIS2-3730.
