When SequenceAcknowledgement is piggyback at the application reply,
application's wsa:action is replaced with rm's action.

If application is giving a wsa:action in the message, it should not be replaced
by rm's action. But it happens in that manner when SequenceAcknowledgement is
piggyback at the application reply. So, when the reply is received by the
client, action is
"http://schemas.xmlsoap.org/ws/2005/02/rm/SequenceAcknowledgement"; not the
action given by the service.
