When empty last message is sent to the Sandesha2/C server it does not send a
terminate sequence message.

It seems that Sandesha2/C currently does not handle this situation. What we
need to do in this situation is in application message processor check the
empty last message situtation by soap/wsa action and send a terminate message
sequence
from that code block.
