Reference parameters inside acks_to epr need to be processed from sandesha2/C

When there is a reference parameter inside an acks_to in a CreateSequence
message it should be processed and sent back with the actual acknowledgment
message.
For example following is a CS message containing a reference parameter, in the
AcksTo
