Incorrect WS-A Action in Dual-channel Reply Message

In dual-channel scenarios, the WS-A action of response messages is the same as
that of request messages and hence address based dispatching does not work. The
response messages should possess the WS-A action "__OPERATION_OUT_IN__". The
two RM services needs fixing to get rid of this issue.
