Sandesha2 not being built with correct versions of axiom and neethi

Sandesha2 is not being built with the correct version of axiom and neethi.
Currently the axis2 project on which sandesha2 is dependent is using axiom
1.2.8 and neethi 2.0.4 versions.
Sandesha2 is specifying the SNAPSHOT version of axiom (which hasn't be built in
quite a while) and the SNAPSHOT version of neethi.
In order to be more in sync with axis2, the modules/main/pom.xml needs to be
updated with the correct versions of axiom and neethi
Use axiom 1.2.8 and neethi 2.0.4
