Damitha Kumarage closed SANDESHA2C-72.

Resolution: Fixed
This is due to a global pool<->localpool switching issue in Axis2/C. After
fixing that issue in Axis2/C this problem automatically solved in Sandesha2/C.
So I changed the code back to storing the policy bean as a service parameter.
