support fault notifications to synapse

Synapse AxisOperation does not have a callback receiver. As a result of this
Fault Manager can not
send the fault messages to synapse.
Synapse AxisOperation always contains the SynapseMessage receiver. Therefore
FaultManager can invoke synapseMessage receiver
with the fault message context.
