Have you tried Rolf's PPA? sudo add-apt-repository ppa:rolfbensch/sane-release sudo apt-get update sudo apt-get upgrade
The -dev packages usually install headers and such that allow folks to program against libsane. At worst, uninstall the Mint versions and use the PPA.
