So it looks to me like sane_start is the problem, but I don't know
what to do about it.

Hi Mick,
Your version of sane is obselete! Update it!

$ sudo add-apt-repository ppa:sane-project/sane-git
$ sudo apt-get update
$ sudo apt install libsane libsane-common sane-utils
