No it isn't. The net backend is available as source. The problem is that most of the network functions used at the moment are unix specific. But sane has an abstraction layer - all the sanei_xxx.x files. I don't know about the deep internals of the net-backend but it should be possible to change the system dependend stuff. As win32 claims to be Posix compatible, the needed functions should be available. I don't know exactly but this winsock.dll had it. So just add some #ifdefs and add a windows network layer. Then you should be able to compile and use the net backend. This is at least less work than rewriting the whole thing.
