All backends have their own version, independent of the sane-backends version. The epson2 backend for example is at 1.0.124! The scanimage utility gets it version directly from sane-backends, hence 1.0.27git for a development version after 1.0.27. Some backends, and probably third party ones in particular, use the version of the sane-backend's release that they were built against.
