BACKGROUND
KARINA is the humanitarian arm of the Bishops¢ Conference of Indonesia based in 
Jakarta and is officially considered as a member of the Caritas Internationalis 
confederation. Established in mid-2006, it recently completed its first 
strategic planning in early 2008. One of the results of the strategic planning 
is the identification of the Emergency Response and Preparedness Division. 
KARINA acts as a coordinating and facilitating body for all the 37 Dioceses 
incorporated under the Bishops¢ Conference of Indonesia.

DESCRIPTION OF THE DIVISION
The Emergency Response and Preparedness is a part of the Program Division 
within KARINA structure.

REPORTING TO
The Emergency Response and Preparedness Training Program Officer will report to 
the Emergency Response and Preparedness Coordinator
 

CONTRACT DURATION
The contract will be for a one-year period.
KEY RESPONSIBILITIES
The Training Program Officer is responsible for leading the overall process of 
developing Emergency Response training modules and program in accordance to the 
adult learning
principles. In addition, s/he works closely with the Disaster Risk Reduction 
(DRR) program in developing the training program to ensure the important points
of Emergency Response and Preparedness are included. In addition, he/she must 
ensure best practices in training programs with a strong commitment towards 
Caritas Internationalis¢ principles and values and an understanding of the role 
of the Catholic Church in emergency and development activities.

MAIN TASKS

·        Develop Emergency Response and Preparedness training modules and 
program for diocesan caritas agencies.

·        Presents the training modules and program before Karina members.

·        Design and deliver emergency response trainings and capacity building 
programs for the diocesan caritas agencies.

·        Networking with dioceses, other socio-pastoral bodies, local and 
international organizations in terms of developing emergency response training 
program.

·        Ensuring the training programs are delivered in accordance with the 
adult learning principles and Caritas¢ Guiding Values and Principles

·        Perform any other tasks related to program management of Emergency 
Response and Preparedness program.

 
KNOWLEDGE, SKILLS AND EXPERIENCES

1.     University graduate of any majors.

2.     Experienced in designing and delivering training programs related to 
emergency response.

3.     Understand the adult learning principles

4.     Knowledge on community-based disaster management

5.     Knowledge of Sphere Project and Red Cross and Red Crescent Code of 
Conduct

6.     Understands the church working-environment and hierarchy

7.     Good diagnostic and analytical skills

8.     Good command of written and spoken English

9.     Good interpersonal skills and able to communicate effectively at all 
levels (with colleagues, dioceses, International Caritas Members, and 
beneficiaries).

10.  PC literate. The incumbent should have the capability of using the basic 
computer program such as MS Office.

11.  Experienced in humanitarian relief and disaster response

12.  A good team player and is able to work under pressure

13.  High mobility and willing to be sent wherever necessary.

14.  A pro-active problem solver with attention to detail and have excellent 
organizational skills.
