Summary: 

KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference 
of Indonesia based in Central Jakarta and is officially considered as a member 
of the Caritas Internationalis confederation. Established in mid-2006, it 
recently completed its first strategic planning in early 2008. One of the 
results of the strategic planning is the identification of three main 
divisions: Programs Division, Support Division and Total Quality Management 
Division. KARINA (Caritas Indonesia) acts as a coordinating and facilitating 
body for all the 37 Dioceses incorporated under the Bishops’ Conference of 
Indonesia. 

  

Disaster Risk Reduction (DRR) Unit is part of KARINA’s Program Division. This 
unit is responsible for coordination and facilitation of Diocesan sociopastoral 
services agencies that has been mandated by local Catholic Bishops to implement 
the role and function as Caritas agency in DRR sector within their specific 
service areas in various parts of Indonesia. Coordination and facilitation role 
played by this DRR Unit will cover technical assistance, DRR capacity building, 
exchanging practice based learning and experiences among Diocesan Caritas 
agency, building Community Managed DRR practitioner network and facilitationg 
cooperation between Diocesan Caritas agency and Caritas Internationalis IMOs 
(International Member Organizations) in Indonesian DRR sector. 

  
Key responsibilities: 
1.       Program. 
Responsible for designing DRR Program serving and empowering community through 
work with Diocesan Caritas and/or other socio pastoral organization. 
2.       Focus person for DRR. 
3.       In charge of DRR budget. 
Design allocated funds for emergencies. 
4.       Supervise DRR staff. 
  
Task/Duties: 
Organize planning, training and capacity-building activities in consultation 
with KARINA staffs and the Dioceses include the following activities: 
1.       Program 
Responsible for designing DRR program serving and empowering community through 
work with   Diocesan Caritas and/or other socio pastoral organization. 
a.       Responsible to design DRR. 
b.       Empower in served basic community. 
c.       Work together with Diocesan Caritas and/or other socio pastoral 
organization. 
d.       Design tools to monitor program implementation progress. 
e.       Coordinate from planning until implementing of DRR program. 
f.         Design scheme, tools for program monitoring – evaluation as an 
integral part in the planning process. 
g.       Monitor progress of program implementation and conduct evaluation 
toward program’s effectiveness   and efficiency. 
h.       Write report on monitoring and evaluation result and distribute it to 
stakeholders. 
i.         Improve program implementation based on monitoring and evaluation 
result. 
j.         Facilitating workshops. 
  
2.       Focus person for DRR 
a.    Arrange regular meeting schedule. 
b.    Attending meetings on coordination forums and cooperation in disaster 
field. 
c.    As institution’s representative in disaster cooperation forums in 
Indonesia. 
d.    Owning data base and profile of institution which specialize work in 
disaster and its characteristics in province, national, and international. 
e.    Involve in special meetings regarding disaster with Diocesan Caritas. 
f.      Facilitate sharing of information, lessons learned, experiences inter 
staff and Diocesan Caritas institution. 
  
3.       In charge of DRR budget 
Desin allocated funds for emergencies: 
a.       Coordinate with KARINA financial division, Diocesan Caritas or 
institution appointed by local ordinaries, Caritas Partner, Caritas 
Internationalis (CI), and other International NGO to obtain budget 
analysis/financial plan and to obtain information of progress budget analysis & 
financial report. 
  
4.       Supervise DRR staff 
a.       Assist HR Officer in recruitment and hiring policy and the 
identification of learning, training and development needs of the staff. 
b.       Supervises the DRR Researcher staff and Networking & Travel 
Administrator and conduct the staf performance review. 
c.       Establish Terms of Reference for staff performance appraisal which 
will be submitted to management.  
d.       Conduct appraisal, giving recommendation, and approval to staff’s 
weekly work plan. 
  
Competencies/ Qualification Requirements: 

Understand everything which relate to Community-Based Disaster Management (CI 
Emergency Tool Kit, Sphere, Red Cross and Red Crescent Code of Conducts).
Able to write emergency proposal emergency and reporting of project 
implementation in a cycle management which meet with CI standard. 
Managers of this division must be able to communicate in English.
Have involved in some disaster management effort.
Have involved in logistic management for disaster.
Computer literate.
Physically and mentally strong, endurance in pressure.
Ready to be placed in any disasters area.
  
Period of contract: Until the end of December 2010.
