Directs the development of outcomes & process measures, including technical specifications, to enable population measurement, guideline implementation, & evaluation. 4. Defines & frames complex multi-dimensional healthcare issues & develops time tables/processes for decision making. 5. Formulates specific implementation plans & evaluates the effectiveness of actions/programs implemented. Develops creative alternative solutions. *Top 3-5 Required Skills:* *1. 5 Years of SAS, SQA, VBA, .net or equivalent* 2. 5 Years analytic consulting experience 3. Master’s degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or a directly related field, OR a bachelor’s degree and two years of work experience in lieu of a master’s degree 4. Experience with analytical manipulation and interpretation of large databases *5. Experience with MVS/TSO operating systems * *Desired Skills:* 1. Knowledge of JCL 2.
