*Job Description*

The purpose of this position is to provide in depth assessment of the
current eWiSACWIS (electronic Wisconsin Statewide Automated Child Welfare
Information System) application as well as the federal requirements for the
more recent CCWIS (Comprehensive Child Welfare Information System). The
DSP(Division of Safety and Permanence), with the support and consultation
of the Department’s BITS (Bureau of Information Technology Services), is
looking for an expert analysis of these information systems, current state
application supports associated with the eWiSACWIS design, development and
production processes and outputs and future federal requirements associated
with CCWIS design, development and projection processes and outputs.



The analysis should include a comparison of current and future state
systems and corresponding state technical and business processes needed to
support these two systems and how they could each systems meets or could
meet the business needs for the system to child welfare worker practice and
documentation requirements as well as capture the data elements that are
required for federal reporting. This position would assess our current
eWiSACWIS system for conversion or development of a new system using the
CCWIS requirements.  This assessment would include identifying processes to
convert existing business processes/requirements, develop new processes
using the modular approach, approaches for conversion, project timeframes,
project management frameworks and high-level costs.  This position would
also work with the business and technical staff to identify future
innovation (i.e. mobile technology).



This position would also work with the business intelligence staff and DSP
analytic staff to assess impact on current data structures and reports.



Essential Job Duties:



*Technical Assessment*

   - Lead functional walkthroughs & requirement gathering sessions
      - Review and gain understanding of existing legacy applications as
      well as new proposed systems
      - Identify and provide recommendations for using the CCWIS
      implementation or conversion to move toward future state mobile
technology
      needs

·         Determine/Assess  technical staffing and resource needs  and
propose strategies/solutions to address identified staffing or resource
gaps to best support the development and on-going maintenance of CCWIS
(project management, business analyst, program/policy staff, stakeholders,
etc.) utilizing agile and modular approaches





*Business Assessment*

·         Determine/Assess business staffing and resource needs and propose
strategies/solutions to address identified staffing or resource gaps to
best support the development and on-going maintenance of CCWIS (project
management, business analyst, program/policy staff, stakeholders, etc.)
utilizing agile and modular approaches

·         Identify and describe key business and technical dependencies
that could affect conversion to or development of a CCWIS application



*Combined Technical/Business Assessment*

·         Collaborate with technical and business experts to gain thorough
understanding of how legacy business processes  will be mapped to future
state

·         Prepare comprehensive, in- depth status reports for consumption
by state technical and business  stakeholders

Develop a strategy for or blueprint  and timeline for conversion from
