Title: Business Analyst - 7412

Location: Albany, NY

Duration: 18 Months contract

 

 

MANDATORY EXPERIENCE

CANDIDATES NOT MEETING ALL OF THE MANDATORY EXPERIENTIAL REQUIREMENTS BELOW
WILL NOT BE CONSIDERED FOR THE POSITION

 

·         Minimum of eight (8) years experience in IT business analysis and
business requirement gathering.

·         Candidate must have skill and experience in working with end users
to determine detailed business requirements for web-based applications. 

·         Candidate must have skill and experience analyzing and documenting
current (as is) and future (to be) business processes.

·         Candidate must have skill and experience developing and
documenting business requirements in the form of use cases, process flow
diagrams, and various other types of diagrams (e.g. State diagram, Context
diagram).

·         Candidate must have skill and experience with desktop tools
including MS Word, Excel, PowerPoint, Project, and Visio. 

·         Candidate must possess excellent communication and presentation
skills, both written and verbal, including the ability to produce clear and
well organized documents. Experience must include communication with users
at all levels including management or executive level staff. 

 

ASSOCIATED SKILL SETS

 

Candidates must also have at least three (3) of the preferred skilled sets
listed below. 

·         Accordingly, candidates not meeting the supporting experiential
specifications below will not be considered for the position.

·         Experience with the Rational Unified Process (RUP) and the IBM
RequisitePro software tool. 

·         Functional knowledge of Criminal Justice processes or
organizations.

·         Skill and experience using SQL to run queries and generate
reports. 

·         Experience in developing test material and conducting tests of
applications.

·         Experience in developing user documentation and or training
material.

 

Comments:

This is a 18 month contract, that could likely be extended

 

 

Additional Information:

The NY Offender Assessment and Data Sharing (NOADS) project has several
goals, and this Specialist III (Business Analyst) may be assigned to work on
any one of those goals as necessary and appropriate. The major goals, or
projects, within NOADS are as follows:

 

1. Implement a common, automated adult offender risk and needs assessment
instrument (COMPAS) that is available through the IJ Portal for all the New
York State supervision agencies (DPCA, DOCCS) to use in managing offenders. 

 

2. Develop standardized (NIEM-compliant XML) data exchanges to promote data
sharing of critical offender-based information among the criminal justice
agencies. 

 

3. Create an offender-related data repository within the Integrated Justice
Portal to provide common access to data that is critical to multiple
criminal justice agencies, such as the Presentence Investigation Reports
(PSIs), enhancements to the Transition Accountability Plan (TAP), as well as
other offender-related information. 

 

4. Reentry Information Flow-document opportunities within DOCCS on system
enhancements and improvements. Assist in the implementation of the desired
opportunity in order to decrease recidivism.

 

The primary responsibilities of this Specialist III (Business Analyst) will
focus on the Reentry Information Flow project as outlined in #4 above. The
NOADS team will begin to document as much of the reentry process as feasible
to find efficiencies and recommendations for possible improvements.
Interviews regarding the process will be completed along with the program
area representative and identified staff members to drill down on the
process to the next, reasonable level. 

 

Any proposed changes or improvements will be vetted with executives (the
Deputy Secretary and DOCCS Commissioner) for prioritization purposes.

 

A Specialist III (Business Analyst) is required to assist DCJS in the
following activities related to the NOADS Project: 

 

o    Work directly with users from DOCCS and Research to gain an
understanding of the “as is” state - how they currently function within
their systems and processes.

o    Create narrative documentation of the “as is” state related to the
information used and utilized by decision makers.

o    Create “Opportunity documents” which will document potential
efficiencies for prioritization purposes. 

o    Once approved, create formal requirements documentation – Use Cases,
data and process flow diagrams, etc.

o    Present proposed system functionality to users for approval & sign-off.

o    Work with other NOADS team members and technical architecture staff to
participate in the design aspects of the potential system enhancement (data
base, web services, data exchanges, etc) to address the business
requirements. 

o    Develop test plans and execute test scenarios.

o    Develop user documentation and training materials.

o    Provide user support before, during, and after production
implementation.
