*Project Manager
Chicago, IL

*Project Manager-Java*:
Description:  The Java Project Manager must serve as a working supervisor
and oversee a staff of Java application program developers engaged in
performing a full range of system functions ranging from design and
development to maintenance and enhancement for those systems and
sub-systems that fall under the IBIS umbrella. The skills, training and
experience a qualified Java Project Manager must possess, without
limitation:
·   Serving as a technical leader for project development tasks from
concept through implementation. Plans work schedules and sequencing of
operations to ensure an even flow and distribution of work, the expeditious
handling of system change requests, and adherence to schedules and
deadlines. Responds to technical or operational production problems through
the assignment of tasks and, if necessary, personal involvement; provides
the Project Officer and Division Manager with updated status reports on
assigned projects. Conducts code reviews of team members’ deliverables.
·   Performs complex application development in the design, development,
analysis, and testing of complex programming systems requiring knowledge
across multiple platforms and architectures. Implements and maintains
complex code and architectural designs. Provides leadership in determining
test plans and methodologies as well as performance of complex unit, system
integration and performance tests. Employs rigorous application defect
prevention methodology for complex projects including causal analysis of
defects encompassing addressing, isolating, reporting and tracking problems
through resolution.
·   Responsible for ensuring complete functional and design specifications
are completed according to stakeholder and agency requirements. Assists
non-technical agency staff as required in determining detailed business
requirements. Coordinates cross-functional tasks with other agency
stakeholders with minimal direction or supervision. Presents status and
technical alternatives on a regular basis to functional and senior
management.

*Qualifications*:
Requires the knowledge, skill and mental development equivalent to 6 years
of college (Masters Degree preferred) with significant coursework in
mathematics, statistics, accounting, computer systems, public
administration or business administration, supplemented by at least 6 years
of professional experience in project management. The ideal candidate
should also hold a current Project Management Professional (PMP)
certification. It would be particularly beneficial for the Java Project
Manager to have skills, training, and/or experience in any or all of the
following areas:
·   Technical expertise in Java EE framework Technologies and Java EE
system development
·   Detailed knowledge of Struts Framework, Spring IOC Framework, and
Spring Batch
·   Integration of Struts and Spring
·   Strong experience with Gang of Four patterns – what they do, what
problems they solve, when they would be used, and how they are implemented.
Strong patterns knowledge/experience will be important in cleanly
implementing technical changes/refactoring existing code: a. Factory, b.
Command, c. Strategy

*Very strong SQL skills*:
·   Solid iBatis experience, JUNIT experience, JSP experience and Maven
experience
·   WebSphere and WebSphere’s Rational Toolset experience (Clear Case/Clear
Quest)
·   Strong communication skills – ability to clearly explain technical
concepts
·   Any experience with building or using Rules Engines is a plus
