Job Description: MINIMUM QUALIFICATIONS (MQS) 1 Eight (8) years of progressively complex experience and advanced-level skill in analysis, design and programming, three (3) of which must have been in a technical lead position. 2 Three (3) years experience developing or maintaining large management information applications. 3 Baccalaureate-level degree in relevant technical specialty, such as computer science, management information systems, computer engineering, software engineering OR certification in software engineering disciplines, such as IEEE Certified Software Development Professional OR experience in developing and maintaining Child Support systems may be substituted year for year in lieu of graduation from a recognized college or university. 4 Advanced-level skill and knowledge in application design and development, as evidenced by the following: • Three (3) years experience filling a lead role as an application developer • Advanced-level skill and knowledge in data driven, web-based application technologies, including the following: • Web-based thin client architecture • Web site design and development • Web development languages and techniques, including HTML, XML, CSS, Javascript • Database access methods, including SQL programming • Advanced-level skill and knowledge in the following software engineering areas: • OOP (Object Oriented Programming) and Design Concepts • Developing detailed design documents, such as use cases and data structure diagrams • All Software Development Lifecycle (SDLC) activities, including, requirements, design, Coding, Unit Testing, Deployment, and Maintenance • Software engineering concepts: e.g., encapsulation, information hiding, coupling, cohesion, modularity, and abstraction • Advanced software development methodologies, tools and environments, such as the Rational Unified Process (RUP), Unified Modeling Language (UML), Rational RequisitePro, Application Developer for WebSphere, Rose Developer for Java, Rose Modeler, Eclipse, ClearCase, and ClearQuest 5.
