*Please send resume to s...@cncconsulting.com * Job Title: Oracle E-Business HRMS Consultant Location: Salem, OR Duration: 3 Months Direct Client Position Client seeks proposals for a comprehensive external evaluation and analysis of the business processes and workflows within its Oracle Human Resources Management System (HRMS), Oracle Advanced Benefits (OAB), Oracle Time and Labor (OTL) and Oracle Learning Management (OLM) modules. The purpose of this external review is to gain an understanding of the client’s existing processes, workflows and setups within its Oracle environment and assess where services, tasks and Oracle module utilization may need to be revised or augmented to better serve the Client. The client believes that right way to approach this project is break it down into two phases. The first phase is to do an overall review of how the HR and Payroll modules have been implemented and develop a Project Plan and Statement of Work for a second phase that would be budgeted to begin after July of 2014. The first phase is to identify what may need to be done to resolve existing issues and the second phase will be to implement the necessary changes. The second phase is expected to require a lot of time and work that can not be properly understood and budgeted for until a preliminary analysis is completed to identify possible solutions. Statement of Work: Client is seeking an evaluation and analysis of its processes, workflows and setups within its Oracle payroll and HR related modules. An external, unbiased third party is needed to provide objectivity, subject matter expertise, knowledge of industry standards and human resources and payroll best practices. Provide an assessment of the County’s use of Oracle after a complete evaluation and analysis of its setup, functionality and utilization of the HRMS, OAB, OTL and OLM modules. Knowledge of Oracle 11i & 12 is required. Client Requires the consultant do the following: Interview current employees, on-site, involved in the functional processing of all payroll, human resources and benefits tasks. Interview current employees, on-site, involved in the technical set-up, customizations and maintenance of the identified modules. Identify and document processes, set-up gaps and inefficiencies and provide detailed recommendations for continuous process improvements. (including but not excluding under/non utilizations of current/non-current modules). Identify those areas where the ability to provide future expanded functional usage of modules is not possible as a result of how the respective modules were set-up and what, if anything, may or may not be done to correct the situation. Analyze known functional problems and concerns and recommend solutions including options of how to phase in any proposed changes. Apply subject matter expertise, knowledge of industry standards and best practices to create and deliver a presentation, on-site, OR, to the stakeholders on proposed future processes and workflows highlighting any current process gaps and inefficiencies. Provide recommendations for changes; include justification, estimated cost and time for such changes and options of how to phase in any proposed changes. Any other related tasks deemed necessary to provide the desired assessment. A review at the mid-point of this evaluation is required and can take place via conference call and/or webinar. Experienced with HRMS Skilled systems integrator with HRMS with specific expertise in assessment of HRMS suite of applications.
