*Position Title:           Software Engineer/Solution Architect*

*Location:                   Newington, CT*

*Position Type:          Long-term Consultant – Estimated to be 1 year*



*SUMMARY:*

The State of Connecticut Department of Transportation has asked us to
provide them with a skilled Software Engineer. The person chosen for this
position will work on the Roadway Network System and Data Integration
Project, converting the legacy Roadway Inventory System (RIS) and Highway
Performance Monitoring System (HPMS) to a new, spatially-accurate, roadway
network. This project endeavors to provide an enterprise-wide map which
will support new reporting requirements and establish a single, easily
accessible system for defining the location of network assets for a variety
of other business systems.



The ideal candidate for this position is an IT professional with strong
software development experience, as well as a background in systems
migration and systems architecture. This project is expected to run for at
least 6 months to 1 year, with the possibility of an extension beyond that.



*RESPONSIBILITIES:*

·         Complete the design of the EXOR roadway and asset data model to
accommodate all current RIS data, and meet new HPMS requirements/MIRE
standards.

·         Design and develop procedures to migrate and restructure RIS data
to the new EXOR system.

·         Develop extracts and tools necessary to support ongoing
data-collection, validation, and other functionality not provided by the
EXOR software.

·         Design and develop mechanisms to support ‘canned’ and ‘ad-hoc’
reporting for the live EXOR database and periodic ‘snapshots’ needed by
other organizations.

·         Design and develop interfaces to external systems (Pavement,
Accidents, Traffic Monitoring, and Digital Highway, Bridge Structures,
Traffic Signals) to provide accurate location data and allow information to
be linked to the new Road Network.

·         Interact with vendor (EXOR) technical resources to identify
issues and correct them in a timely manner.



*EXPERIENCE AND SKILLS:*

·         8+ years of experience with large software development projects
and migration of mission-critical systems.

·         5+ years of design and architecture experience for large software
projects.

·         Significant experience working with software vendors and
integration of COTS software into a larger environment

·         Experience as a Systems Architect, identifying and assessing
risks, developing alternative approaches for mitigation, and documenting
recommendations.

·         At least five years of experience with Microsoft technologies as
a developer, including strong .Net skills.

·         Proficiency with Visual Studio 2008 or later

·         Familiarity with Framework 3.0 or later.

·         Significant skills with infrastructure technologies (e.g.
networking, performance characterization).

·         Broad exposure to other application technologies, such as Oracle,
Oracle Forms, J2EE.

·         Ability with analysis, architecture, design and coding, both
independently and as part of a team.

·         Familiarity with WebForms, WinForms, JQuery, AJAX, WCF, LINQ,
SQLServer, Oracle, SSRS and Reportview.

·         GIS-related experience is a plus.
