This position will perform project management; business requirements
analysis and implementation support for IT solutions needed by the Agency
and other program operations across the entire service delivery
infrastructure with respect to business’ size, core competence, and
functional maturity, and determine the feasibility, ROI, and TCO of
potential solutions. The person in this position will provide business
operation and IT technical assistance to Department staff and business
partners.


The primary focus of the position is to support the business re-engineering
and associated IT procurement and development efforts relating to the
infrastructure project. The position will provide business analysis, project
planning, procurement documents preparation i.e., RFI, RFS, RFP, RFB,
project management and implementation support to the Department agencies and
in partner county organizations. The position requires extensive
interviewing of customers, frequent facilitation of Department and partner
project meetings, independent analysis of a wide variety of business, data
and IT issues and frequent development of solution recommendations.

We are looking for someone with sufficient experience in these areas to be
able to provide technical assistance or occasional training to project staff
or partners; therefore, well-developed communication skills are essential.
Business consulting experience with managed care operations and Medicaid
service delivery systems is required. We also prefer the person have
previous IT development experience (software and/or databases), experience
with vendor system procurement, vendor contract management, and to have
worked in a structured development life cycle environment.

Note: This position requires some traveling around the city.
