Strong PL/SQL Tuning Resource or someone that has PL/SQL Tuning with Java

We have a Compliance Application with a Vendor as well as home grown
components which utilizes Java, Oracle, Ext JS and Grails.
There are a number of enhancements requested on these systems every year.
In order for this person to be successful, (s)he will need to be
knowledgeable in the following areas: Java,Oracle and UI development using
Grails and Ext JS. Java is not a requirement but certainly a very big Plus
