The client is currently in the planning stage of an enterprise data
warehouse initiative with a goal to accomplish the following:
Development and publication of project management documents and deliverables
in compliance with DIR Framework directives;
Obtainment of matching federal funds for this initiative through the
development of a federally approved IAPD;
Creation of an RFP that clear defines the services and deliverables required
of a single vendor to design and implement the enterprise data warehouse;
Contracting with a single vendor for the design and implementation of the
enterprise data warehouse;
Vendor management, contract and technical oversight of implementation
vendor;
Establishment of an enterprise Business Intelligence Competency Center;
Establishment and maintenance of data management and governance standards.

*Worker responsibilities will include:*
Coordination and logistics for technical team meetings.  Including
scheduling, facilitation, and summation as requested.
Responsible for documenting technical outcomes by preparing technical
charts, diagrams, tables, reports, and flowcharts.
Maintenance and update of Application Portfolio data (data entry).
Maintenance and support of Application Portfolio code (Microsoft Access
application with complex Visual Basic code).
Researching and analyzing technical subjects, including documenting
strengths and weaknesses, cost/benefit analyses, and alternative
analyses/solutions.
Conducting studies pertaining to development of new information systems to
meet current and projected needs.
Assists in formulating logical descriptions of problems and devising optimum
solutions.
Providing day-to-day support for a Data Warehousing Technical Team,
reporting to the Technical Manager.

Experience as a system analyst for all phases of the system development or
data warehouse lifecycle with demonstrated ability to act in a consultative
role to understand functional business processes, related technical needs,
and to develop solution proposals.

Proven ability to work successfully with technical and non-technical groups,
participate effectively on teams, and manage multiple responsibilities.

6+

Experience with MS/Office Suite and Visio for producing technical
documentation.

5+

Experience as a business analyst for a data warehouse project, including
familiarity with relational databases and data modeling, exhibiting
excellent analytical and problem-solving skills.

5+

Experience creating and maintaining Microsoft Access applications.  Must be
able to maintain complex Microsoft Visual Basic code component of Access
applications.

4+

Demonstrated ability to work on complex technical problems, analyzing,
evaluating, and recommending best practice methods and processes.

Experience with SQL and the creation of complex queries.

Strong

Organizational, coordination, and planning skills.

Excellent oral and written communication skills.

Required

Graduation from an accredited four-year college or university with major
course work in computer science, computer information systems, or management
information systems.

Experience analyzing data and systems for aging, mental retardation and/or
developmental disabilities, behavioral health, substance abuse, Medicaid
health, or long-term services, including support issues, policies, and/or
administration.

Experience using standard automated tools for at least three of the
following: Unified Modeling Language (UML), Entity-Relation Diagrams (ERD),
data models, data analysis, use cases, “extract, transform, and load”,
business intelligence, report writing, Extensible Markup Language (XML),
system testing, or database management.

Experience implementing a large data warehouse.

Experience with MS/Project.

Subject matter expertise in Medicaid data.

Experience developing technical requirements for a Request for Offer (RFO).

Experience developing content for an Implementation Advanced Planning
Document (IAPD).

Experience working in a public sector environment (State, Federal, county,
city, or government-funded private entities that work actively with
government organizations).
