Primary Role:  Data Governance Coordinator
Lead, facilitate, and coordinate all Data Governance tasks and activities
for the Division of Libraries and Technology and DPI in general.
Review and approve requests for access to data, database, and
applications.  Specifically, utilize change management tracking system
(Footprints) to approve requests through the Internal Data Access Requests
workspace and the District Administrator Data Access workspace.  Follow-up
on requests to ensure the correct level of access has been requested as
well as the reason behind the request.
Know and understand data collected by DPI, reasons for the collection, and
uses of that data.
Help facilitate the creation of data sharing agreements and MOU’s for
projects and with agencies and organizations.
Manage the process and criteria for reviewing, approving, and tracking
internal and external data requests and research requests through the DPI
Data Request submissions in Footprints.  Assign items to Data Request
Review Board.  Forward requests along to proper data experts for approval
before arranging meeting with Research Team for IRB review.  Draft and
complete data sharing agreements specific to approved requests.
Work to define and document DPI’s internal Data Governance
Structure/Program including a Road Map, Roles and Responsibilities,
Charter, and Data Steward program.
Work to define content of the Department’s Data Dictionary and work with
data stewards and teams to update and add to it.
Lead all Data Governance activities for the P20 Advanced Post Secondary
Infrastructure (APSI) project, Early Childhood Longitudinal Data Systems
(EC LDS) project, and other projects as defined.  Perform as data
governance lead along with the State Support Team (SST) advisors for the
data governance workgroup. Advise on general best practices in data
governance, advice on the recommendations the workgroup makes in the areas
of data governance policies, structure, and practices, and advise on and
lead the effort of building a working sample of a MOU for the Early
Childhood LDS proof of concept
Ensure that processes and procedures are created, updated, and followed.
Maintain web pages, training materials, documentation, and presentations
related to privacy on the team’s website (Drupal CMS).
Work with the Privacy Coordinator to:
Review, interpret, and summarize legislation related to student data
privacy for the Division and DPI.
Know, understand, and provide guidance around redaction rules for public
reporting of data.
Review policy questions from internal and external stakeholders and work
with the DPI’s legal team to respond accordingly.
Review current Department policies around privacy and security (including
Student Privacy Handbook, Acceptable Use, FERPA, Wisconsin Pupil Records
statutes, Personally Identifiable Information - PII, Security Standards,
Bring Your Own Device) and update and maintain accordingly.
Act as the DPI’s representative for the US Department of Education Privacy
and Technical Assistance Center (PTAC).  Attend meetings, review updates,
and share information with the team.
Keep up-to-date on what is happening around privacy and data governance at
the federal level and share information with the team.
Attend privacy related webinars from the US Department of Education and
share the information with the team.
Create and maintain electronic training modules related to PII, privacy,
and security (Articulate and Camtasia).
Complete other duties, projects, or activities as assigned by the division
administrator, management team, or project manager as they relate to the
mission of the team.

Communications
Communicates with internal and external stakeholders in regard to data
governance activities and general privacy updates and information.
Creates communications and/or updates team web pages with new information.

Knowledge, Skills, and Abilities
Knowledge of Data Governance best practices.
Knowledge of education data.
Knowledge and understanding of and familiarity with federal and state laws
and guidelines that protect student privacy and guide the use of
educational data including FERPA and Wisconsin Pupil Records statutes.
Knowledge and understanding of HIPAA.
Knowledge of Agile/Scrum development methodologies and practices.
Knowledge of key data warehouse and decision support concepts including
each phase of the data warehouse lifecycle.
Ability to perform business analysis.
Ability to perform quality assurance testing.
Ability to coordinate and plan the agencies data governance work.
Strong interpersonal skills and both oral and written communication skills.
Strong ability to work in a team environment.
Self-motivated with the ability to work independently.
Experience using HTML, Footprints, Team Foundation Server (TFS), MS Office
applications, Google tools, Drupal CMS, and Drupal forms.
